Sustainability Certification for Energy Production from Biomass

The use of biomass fuels for electricity and heat generation plays a key role in decarbonisation strategies and the fight against climate change. In this context, the National Sustainability Certification System, established by the Ministerial Decree of 7 August 2024, ensures that biofuels and renewable fuels comply with the environmental and social criteria set out in European and national legislation, particularly Directive RED II (EU 2018/2001).

Who needs to be certified?

Certification is mandatory for:

Producers of electricity and/or heat from biomass fuels through direct combustion.
Suppliers of biofuels intended for energy production.

For producers of biomass fuel, the deadline to obtain certification from a body accredited under the National Sustainability Certification System has been extended to 31 December 2025. It is also possible to complete the certification process for the solid biomass sector alone by 30 June 2026.

How to obtain certification

Economic operators must join the certification system and demonstrate compliance with sustainability criteria through audits and periodic inspections. The certification process includes:

Registration with the system and submission of the required documentation.
Verification of compliance with sustainability criteria through conformity audits.
Ongoing monitoring and periodic inspections to ensure continued compliance.
